libgtksourceview-3.0-dev software package provides development files for the GTK+ syntax highlighting widget, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libgtksourceview-3.0-dev
libgtksourceview-3.0-dev is installed in your system.
Make ensure the libgtksourceview-3.0-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libgtksourceview-3.0-dev *
